Delhi budget highlights: CM presents maiden budget, says it’s roadmap for making Delhi self-reliant

Chief Minister Rekha Gupta tabled the first budget of a BJP government in Delhi in more than 26 years

Delhi Chief Minister, who is also the Finance Minister presented her maiden budget on Tuesday (25, 2025).

She said the proposed budget of ₹1 lakh crore rupees for the financial year 2025-26 is to be financed from the tax revenue of ₹68,700 crore, non-tax revenue of ₹750 crore, small savings loan of ₹15,000 crore, central road fund of ₹1,000 crore, centrally sponsored schemes of ₹4,128 crore, grants-in-aid from the Government of India of ₹7,348 crore and the remaining amount from the opening balance. 72% of this budget has been allocated for revenue expenditure and 28% for capital expenditure.

The Budget focuses on meeting the basic needs of the public and have provisions for employment generation, she said, adding the BJP government in Delhi will ensure the budget fulfils Prime Minister Narendra Modi’s vision of a ‘Viksit Delhi’.

The Budget session of the Delhi Assembly is scheduled to be held from March 24 to 28.

Here are the highlights:

₹6,897 crores for MCD

The CM has announced ₹6,897 crores for the Municipal Corporation of Delhi. In 2024, the MCD had received over ₹8000 crores.

The Chief Minister said that the government will make sure that the benefits of all the government schemes will be given to only the residents of Delhi.

₹3,847 allocated for power sector

The Delhi govt allocated ₹3,847 croes for the power sector.

The government also announced the setting up of six new air quality monitoring stations. Water quality monitoring stations will be set up at 32 places to monitor water quality on a real time basis.

The CM said at 100 locations in the national capital, we will have smaller vehicles for firefighting. “We have allotted ₹110 crore for the capital expenditure for Delhi Fire Services,” she said.

₹603 crore for Irrigation and Flood Control

To end the problem of urban water flooding, ₹603 crore has been allotted for Irrigation and Flood Control Department.

₹12,952 crores allotted for Transport

The government allocated ₹12,952 crores for transport in the budget. The govenment will also add 500 e-buses to the existing 2,152 e-buses in the city.

The CM said the government will make one card for women to use in any bus. “This will ensure that the ticketing scam that was there during the AAP Government will not happen. We will digitise the entire system to ensure zero corruption,” she said.

The government also announced the setting up of new Gaushalas in Delhi. To redevelop the existing gaushalas, ₹2 crores have been allocated and ₹40 crores have been earmarked for the development of modern gaushalas. We have decided to give all the pending grants to the goshalas, the government said.

A new model goshala will be built in the Guman Khera village and ₹40 crore has been allocated for it.

1000 Saksham Anganwadis in Delhi

The CM announced that the government will start 1000 saksham Anganwadis and two more working women hostels in Delhi. She has also announced ₹11 crore for women’s one stop hostels.

For the homeless people of Delhi, ₹5 crore has been allocated for workshops that will help them build their skills.

Delhi allocates ₹10,047 crores for social welfare department

A total of ₹10,047 crores has been allotted to the Social Welfare department. Under which pension for women in distress and PWD persons has been increased from ₹2,500 to ₹3,000.

₹3,227 crores have been allocated for various financial assistance schemes.

Delhi government says ₹2,500 per month would be given to women under the ‘Mahila Samridhi Yojana’, fow which ₹5,100 crore has been allotted.

Delhi govt allocates ₹806 crores for youth, start ups

The Delhi government on Tuesday allocated ₹806 crores for youth, and start ups.

A push will be made to better the image of Delhi for which ₹25 crores has been allotted. Additionally, ₹2 crore will be allotted for fellowship for the youth, the FM said.

CM Shri schools on the lines of PM Shri schools will be opened

The Finance Minister said the government will open new CM Shri schools and it will be connected to the National Education Policy. These schools will be opened along the lines of PM Shri schools and ₹100 crore has been allocated for this for 2025-26.

Th government allocated ₹100 crore for smart classes. An education hub will be set up in Narela and ₹500 crore has been allocated for it.

The government also said it will conduct an international film festival in Delhi and ₹30 crore has been allocated for it.

Delhi govt allocates ₹6,874 crore to health sector

Delhi Finance Minister allocates ₹320 crore for the establishment of health and wellness centres and the expansion of Ayushman Arogya Mandirs.

₹9,000 crore for clean water and sanitation CM Gupta

CM Rekha Gupta, when presenting the budget, said the government’s priority is to give clean water and sanitation to every citizen of Delhi. For the same purpose, ₹9,000 crore has been allocated.

₹50 crore allotted for restoration of waterbodies, ₹50 crore for rainwater harvesting, and ₹150 crore for emergency water storage.

“Cleaning of Yamuna is a priority for us,” she said. ₹500 crore for 40 decentralised Sewage Treatment Plants (STPs) for it.

“To make Delhi’s water and sewage system that of international standards, we have asked for ₹2,000 crore financial assistance from the central government,” she added.

Atal Canteens to be set up in 100 locations

The CM announced the setting up of Atal Canteens in 100 locations in Delhi at the cost of ₹100 crore.

Traders Welfare Board will be set up

The CM in her budget speech announced the setting up of a new industrial policy. “ We will come up with a single window system for the ease of doing business. A Traders Welfare Board will be set up which will solve the issues faced by traders in Delhi,” she said.

The CM also announced a Global Investment Summit to be held in Delhi for the first time. The summit will be made a biennial event.

₹1,000 crore for better connectivity of Delhi with NCR

With the help of central government, for better the connectivity of Delhi with NCR, ₹1,000 crore has been allotted, the CM announced in her budget speech.

For security in the national capital, especially for women, 50,000 more cameras will be set up.

Govt has 10 focus areas: CM

Announcing her maiden budget, CM Rekha Gupta said the BJP government has 10 focus areas. They are infrastructure development, water, electricity, and development of roads.

The capital expenditure has been increased to about ₹28,000 crore this year, compared to around ₹15,000 crore last year, the CM said.

For improvement of infrastructure of roads and bridges in Delhi, ₹3,843 crore has been allotted.

Delhi CM presents budget of ₹1 lakh crore

The budget will be of ₹1 lakh crore. This is more than 31.5% more than last year’s budget and this is a historic budget, the CM said
